剧情介绍：
1840年第一次鸦片战争后，清王朝陷入了内忧外患的境地，西方列强不断进行侵略和恫吓，1856年英法两国又发动了第二次鸦片战争，清王朝更是国力日衰面对列强的威胁，朝廷中以恭亲王奕訢为首的改革派提出开展洋务运动，走富国强兵之路1866年，以左宗棠、沈葆桢为代表的改革派和以慈禧太后、倭仁为代表的保守派进行了反复、激烈的斗争，他们顶住了来自各方的压力，克服了种种困难，终于在福州马尾建造了造船厂，开设了船政学堂，造出我国第一艘具有当年先进水平轮船，培养出我国第一代海军。
